If the owner of the Exclusive Right of Burial elects not to have a grave surface of turf, which would be maintained by the Council, the owner is responsible for the maintenance of the grave surface.
The Council has the power to put and keep in order any unkempt grave. The Council can require the owner of the Exclusive Right of Burial to meet the costs.
